Framework
The three main levels of operation in P.A.W.I are the Local Church, the District and the Executive. We examined the present role of each of these to determine whether each group was really doing what they are supposed to do. We must admit we discovered that tradition prevailed in some instances and that some tasks were misplaced. When they had to redefine the roles and responsibilities of each group to ensure there was alignment based on biblical teaching and also resources.

The Church
The responsibilities of the local church are evangelism, missions, edification of the body (counseling, discipling, family growth) and financial stewardship.

The District
Act as the facilitator and middle manager in ensuring that the directives of the executive body are carried out. Secondly they will also be responsible for ensuring that the primary objectives of the church are well mapped out and that they are being executed. In their role as the overseer of churches, the district also acts as liaison/communication facilitator between the executive and the pastors and churches, ensuring a two-way flow of information.

The Executive
They are responsible for:

1. Human resource development at all levels of organization (i.e. identifying skills needed and where, skills possessed, develop training programs for imparting those skills)
2. Providing the infrastructure of social ministry on a macro scale.
3. Maximizing on the present potential of finances and creating new streams of income.
4. Creating a structure for effective communication throughout the organization especially from the head office to all congregation members.
5. Encouraging greater real estate development.
